I just figured they were just busy or had higher priorities. Everything I know about upstream's thoughts are in that trac ticket. You'll notice that the fix is linked from the ticket in the form of a mailing list post with a description of adding two lines rather than as an attached patch. Somebody also said something about wanting it to be a configuration option, although I don't know why.
