That's bug, and should be the same as the build dependency.
When OTB switched to Qt5 this dependency was not updated along with the
build dependencies.
I've just fixed this in git, and a new upload to unstable will follow
shortly.
I am trying to reduce the dependencies on Qwt5 and later remove the
package.
Is there any reason for using the dependency on Qwt5 instead of Qwt6.
