You did not use `dch -i` because that increments the version, or you changed the version afterwards.] `dch -i` is the correct command to use to create a new changelog entry for a new package revision. `dch -a` is subsequently used to append changelog entries to the new package revision in preparation. `dch -r` is finally used to set the distribution and mark the package ready for upload. To decide whether to use `dch -i` or `dch -a` check if the distribution in the changelog is set to UNRELEASED, in that case use `dch -a` to append additional changes, if not, use `dch -i` to start a new revision for the next upload. Since you're not an Uploader of ossim, use `dch --team` to mark the new revision as a Team upload instead of a non-maintainer upload.
