According to

there is a API on Youtube to find videos by location.

The URL

is supposed to be working, but when I tested it I got this reply:

      <code>NoLongerAvailableException</code>
      <internalReason>No longer available</internalReason>
    </error>
  </errors>

I have not been able to find out if the API is replaced or simply
removed.
