Package: javahelper
Version: 0.72.8

Package javahelper should depend on cdbs which provides
/usr/share/cdbs/1/rules/debhelper.mk.

/usr/share/cdbs/1/class/javahelper.mk:

    l20: _cdbs_rules_path ?= /usr/share/cdbs/1/rules
    l32: include $(_cdbs_rules_path)/debhelper.mk$(_cdbs_makefile_suffix)

No, that is not necessary because this file is only relevant if you use
cdbs as build system and then you have to declare cdbs as a
build-dependency in debian/control anyway. Otherwise everyone who used a
different helper tool like debhelper would have to install cdbs as well.
Closing as not-a-bug.
