Indeed, I have tomcat-admin installed, which takes care of webapps directory. But even tomcat-admin isn't required, it's all about server.xml. I see the default server.xml contains some tomcat-webapps specifics. A minimal server.xml should be packaged and explain the rest in README.Debian or move it to examples.
