Control System Studio (CSS) is a collections of applications for interacting 
with large scale distributed control systems.

Our current build process involves downloading a specific version of eclipse 
from eclipse.org.  I would like to get it to build against the packaged version 
of eclipse as a first step towards packaging CSS itself.
