Hi,

libuv sometimes FTBFS for me with testsuite errors depending on which
machine I build it on. It seems to fail to build on machines within a
network which blocks most outgoing ports (causing a connection refused
error almost immediately).

I originally found this while doing a mips64el archive rebuild, because
the mips64el buildds run in such a network.
