Maybe I wasn't clear. The problem happens whenever I start Firefox:

1. Firefox is not running
2. start Firefox
3. nothing is blocked
4. disable uBlock
5. enable uBlock
6. things are blocked

I have gone through this sequence multiple times already, and observed
the same behavior every time.
