Maybe so for upstream development, but irrelevant for Debian packaging, I believe.

The decision of wether to package or not a piece of software certainly must consider the license available. Note that making software proprietary is not the only reason to avoid GPLed dependencies.

Please elaborate.

Also, "public domain" is not a license - so how would you imagine Debian should (re)distribute such code if not by "infesting" it with some more restrictive license than none?
