control: reassign -1 i965-va-driver 1.0.20-1
control: retitle -1 i965-va-driver: Intel video i915_drv_video.so fails to load

Well, libva-intel-vaapi-driver is just a dummy transitional package
depending on i965-va-driver, so reassigning.

Does it mean you had this problem with i965-va-driver 1.0.20-1 too?

As for now, i965-va-driver 1.0.20-1 seems to work for me (libglapi-mesa is
8.0.5-4):

$ vainfo
libva: VA-API version 0.32.0
libva: va_getDriverName() returns 0
libva: Trying to open /usr/lib/x86_64-linux-gnu/dri/i965_drv_video.so
libva: va_openDriver() returns 0
vainfo: VA-API version: 0.32 (libva 1.0.15)
vainfo: Driver version: Intel i965 driver - 1.0.17
vainfo: Supported profile and entrypoints
      VAProfileMPEG2Simple            : VAEntrypointVLD
      VAProfileMPEG2Main              : VAEntrypointVLD
