Dirac also ftbfs on arm64, the reason for the ftbfs is different (outdated config.sub rather than outdated libtool) but the fix is the same, use dh-autoreconf to update all the autotools stuff. Since the fix is the same i'm adding this to the existing bug report rather than opening a new one.
If there is no maintainer response to this bug it is likely an arm64 porter (probablly not me personally) will NMU this in the not too distant future.
