IMO it is perfectly fine especially if the package is small and you
expect it to build.

If you don't want to do that, there is qemu-user-static:

 This package provides the user mode emulation binaries, built
 statically. In this mode QEMU can launch Linux processes compiled for
 one CPU on another CPU.
