it seems like this was added by harry, back then in svn rev.14167:

"Removed libdv4 and libdv-bin for hurd-i386"

back then, libdv4 was a (non-automatic) "Depends".
i think that the arch for Suggests:libdv-bin was mainly added for
symmetric reasons.

now that i have done this, i did a quick check of the buildd logs only
to discover that libdv is already available on hurd.

the same goes for ogmtools, libdirectfb, libtheora.

and these days frei0r seems to be available on all platforms that are
blacklisted.
