${sphinx:Built-Using} is supposed to be used in Built-Using. It causes the
sphinx version pyliblo was built against around to stick around in the archive.

${python:Provides} can be used in Provides. However, its use has declined over
the last few years. Rebuilds for Python interpreter transitions are handled
differently these days.

I've never seen any use of ${python:Versions}. It contains a list of Python
versions in case you need it somewhere. I'd just ignore it.
