We also opt into gcc 13 on riscv64. That might be unnecessary but I

so the package has a patch to remove failing tests on big endian, but
still fails in the tests on all big endian targets (except for s390x).
Is that really a compiler issue, or an upstream issue with unsupported
big endian targets?
