similar to riscv64 and s390x, jpeg-xl needs to be built on the other failing
architectures (except x32) with GCC 13 as well in order to make the testsuite
pass.
I have verified that switching the build compiler to GCC 13 fixes powerpc and
ppc64, the results for hppa and sparc64 are still pending. But I assume it
won't hurt by just switching them now as well.
Could you do that for the next upload so that they can enter the jpeg-xl 0.11
transititon?
