As far as I am aware, there is no desktop using gconf any more. Debian GNOME Stretch and Ubuntu 17.04+ (at least default Ubuntu flavor) did not include gconf by default. I don't know if we'll be able to completely remove gconf before Buster's release, but we are trying to get the number of packages using gconf as low as possible.
