Basically, the rake commands (check, backup, ...) started to fail:

Could not find gem 'doorkeeper (~> 5.3.0)' in any of the gem sources
listed in your Gemfile.
Run `bundle install` to install missing gems.
Running gitlab-update-gemfile-lock did not help, unfortunately.
apt install ruby-doorkeeper=5.3.0-2~bpo10+1
should fix it and I will be uploading gitlab 13.9.3 to fasttrack soon,
which will fix this.
