This appears to have been fixed: ruby-sanitize is now in testing, and 
debci/autopkgtest is able to install this package in testing.  This bug 
should probably be closed.

(That autopkgtest fails; see 
https://salsa.debian.org/ruby-team/ruby-gitlab-markup/-/merge_requests/1 
to fix that.)
