libgconf2-ruby and libglade2-ruby were deprecated by upstream and
therefore removed from Debian. Unless someone fixes screenruler, it will
also be removed, as its maintainer told you in the relevant bug report:

There is nothing to be done here, the only way to fix this is to make
screenruler work without those deprecated libraries. I'm closing this
bug report.
