Unless someone fixes screenruler, it will also be removed, as its maintainer told you in the relevant bug report: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=639437 There is nothing to be done here, the only way to fix this is to make screenruler work without those deprecated libraries.
