Hm, but this directory is writable by systemd-timesync, so systemd-timesyncd should have no problem with updating the timestamp. For completeness sake, can you also post the output of stat /var/lib/systemd/timesync/clock -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
