Look at the logs for "Found ordering cycle". You have dependency cycles, which result in various services not being started. Most likely the culprit is "ferm.service". I'd start removing this service and then test if that you still have dependency cycles. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
