The host fails to start up because encrypted volumes depend on
cryptsetup. When ‘systemd-cryptsetup-generator’ runs during boot, the
following error appears:

    systemd-cryptsetup-generator[320]: Out of memory

and all dependencies that require an encrypted volume also fail. This
leaves the system at the emergency login prompt.

This bug only started occurring after this host upgraded ‘systemd’
from version “235-3” to version “236-1”.


At the emergency shell, I can manually run the command, and then mount
the volume without any problem. So the “Out of memory” error is
evidently incorrect.
