You have a user process, which does not terminate itself on session
logout. As a result, the systemd --user services are not stopped.

(You can check with loginctl, it will show your session as closing,
waiting for that process to die).

You can either find and fix that program which does not properly
terminate on session end or tell systemd to forcefully kill all session
processes on logout. See /etc/systemd/logind.conf,
#KillUserProcesses=no
Change that setting to yes if you want that behaviour.
