I am not aware of any changes to bootlogd done the last couple of years, and have a hard time understanding how it can be the source of your problem. I've grepped in the source for both 8192 and file-max, without finding any place where the value is changed. Can you provide an strace of the bootlogd run that change file-max, to help me locate the source of the problem?
