It doesn't look like a wrong migration to me.  Is piuparts failing to notice
that the conffile now has a new owner?  Technically, I think dpkg will show
it as having *two* owners in the database, until the next upgrade of
sysvinit, with the sysvinit ownership marked as 'obsolete'.

I think this is a dpkg / piuparts bug, not a startpar bug.
