For as long as I can remember, you have to pass -h to shutdown to actually shut down the computer, otherwise sysvinit just enters runlevel 1. It happens that systemd defaults to shutdown even without -h, and thus people start thinking that -h is not actually needed. When they happen to use a system running sysvinit, they wonder why "shutdown now" doesn't actually shut down.
