In my opinion, network-manager allows convenient wireless connections management and monitoring: one can easily see if the connection has been successfully established, or if dropped, and take the necessary countermeasures. If the icon behaviour is not consistent, most of these benefits are lost. I think network-manager should forcibly assume to be online only as a last resort (if no managed network connections are already up or going to be established), but should follow a normal behaviour otherwise. This should solve the issues with nm-aware applications (and give the possibility to start a vpn connection also when offline) while preserving consistent meaning of the icons and monitoring usefulness.
