It does not. OpenRC and policykit-1 are coinstallable (tried in a
current unstable chroot):
# dpkg -l openrc policykit-1 libpam-systemd
[...]
||/ Name Version Architecture
+++-====================-===============-===============
ii libpam-systemd:amd64 215-6 amd64
ii openrc 0.13.1-4 amd64
ii policykit-1 0.105-7 amd64
There might be bugs at runtime, but as the mail address looks invalid[1]
asking for more information looks like it won't do anything. Thus
closing the bug.
