Package: network-manager-openvpn Version: 1.0.8-1 Ubuntu has a delta for that coming from https://bugs.launchpad.net/ubuntu/+source/network-manager-openvpn/+bug/516854 , installing the openvpn binary doesn't give a functional plugin unless there is a frontend, having that recommends added would solve the issue
