I did echo '- : root : ALL' >> /etc/security/access.conf Just that does not have any effect, as pam_access.so is not enabled anywhere in /etc/pam.d/ by default. Console and Cockpit logins as root work normally. When adding account required pam_access.so to /etc/pam.d/cockpit or /etc/pam.d/common-account, then the Cockpit login says "Permission denied": http://picpaste.de/pam_access.png Where/how exactly did you add pam_access.so? Bumping severity as this is not a suggestion for improvement, but (once reproducible) a bona fide bug.
