When I try to reboot / shutdown or log off using xfce4-session-logout, nothing 
happens and xfce4-session-logout just closes. When I try to start it again,

Then just keep x11-xserver-utils installed. It's already a Recommends: of
xfce4-session so it should be installed by default unless you manually disable
automatic installation of recommended packages.
