I checked my value and it is
planner-carry-tasks-forward => 0

Running M-x plan RET
on a new day take a minute for me, but I have not noticed any lost
tasks so far.

The docstring of planner-carry-tasks-forward also advertises the value
of 0.

Hope this helps!

How does that work out?
