if it's a properly formed package directory:

plasmapkg -i -type dataengine <path to dir containing package>

otherwise, copy the .desktop file into ~/.kde/share/kde4/services/ and the .py 
file into ~/.kde/share/apps/plasma/dataengines/engines/plasma-dataengine-
<pluginname, from the .desktop file>/
