I really like the idea, I often find myself being unsure if a window is 
already opened, or if the application is still starting up. Having something 
show that it's still busy loading would make this more clear.

Maybe just changing the opacity of the icon, or the taskitem to create a 
pulsating, yet subtle effect?

There's also the busy widget, which is used as overlay to applets that 
setBusy(true) (though I think the pulsating opacity would look more 
appealing).
