I don't want to turn this into bikeshedding, but I think a size of 42 is better because that raises the size of task manager icons to 32px. 22px is pretty small for an IOTM. With that said, I think something we'll have to work on is finding ways to improve the way panel items are sized so that we don't have to pick sizes based on how different widgets change icon sizes.
