Give Application Dashboard a try.
It is what I use on my touchscreen laptop.
Its fullscreen and uses the screen space by offering categories. 
UX you posted makes more sense on a screen that is severely space 
restricted, which is where plasma-mobile has a launcher which is 
similar to what you show.
