yes, very bad: we tell the user "something's here" but then send clicks
through it, resulting in the user having to learn that different things behave
differently.

it needs a lot of work, but if the author is willing to participate in a clean
up and commit to maintaining it in future in kde-workspace, it's something
that we could entertain.

it would require un-forking libtaskmanager, and as the changes are not small
even this would take some time and effort.
