>From my reading the bug is requesting that the tab bar take the
mimimum amount of space, so 3 should not be the case, the tabs should
remain the same size and the activity bar (and if possible the panel)
should resize.  But with the bugs with panel sizes right now, maybe it
is better for the tab bar to remain the same size until the bugs are
fixed.
