I finally solved it today by removing ~/.kde/share/config/powermanagementprofilesrc, logging out, and logging back in. This drove me nuts -- I spent several hours trying to diagnose it. Then I realized if I create a new user and log into that user, then power management works correctly. That set me on to figuring out which rc file to remove.
