If you have a dependency chain of A—B—C where Baloo is A and its existence influences B and C, then I perfectly understand it. But as it stands, this is one runner besides other runners, just so happening to be inside the same repository, with zero reverse dependencies. Not a single ifdef is going to be added. Same for the KCM in plasma-desktop.
