Yes, we stopped building 32-bit builds across all platforms(Linux and 
Windows specifically) during 4.10 time-frame via bug 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=536766.
So, 4.10 onwards we could only download the 64bit Eclipse/SWT.

Nikita: Please check and confirm if you moved to 4.10 or later (i.e. 4.11 
to be out later this month) or do you build SWT 32-bit locally ?

I can't speak for the Windows side of things, on the Linux side we 
stopped producing 32-bit builds but the 32-bit code is there, just not 
maintained. Maybe this is the same on Windows?

Either way, if there are no 32-bit builds on Windows then I imagine 
Windows effectively has no WebKit support.
