If you look into parent pom, you'll see that many properties actually relate to the previous released version (that would be 4.12 when starting to work on 4.13) to handle some automated checks and other very valuable features. Starting a new version on master first requires updating those properties first, and this cannot happen before some steps of the process for previous release are completed. The time between the necessary steps of 4.12 being completed and 4.13 being ready to build is what justifies "closing" the branch for a few days. HTH
