Technical alternative is to list plugin in https://git.eclipse.org/c/platform/eclipse.platform.releng.aggregator.git/tree/eclipse.platform.releng.tychoeclipsebuilder/eclipse.platform.repository/category.xml directly but I don't remember this being done and I don't like setting thus precedense.
