Yes, Supported OSes for Eclipse purposes are described at
https://www.eclipse.org/projects/project-plan.php?planurl=http://www.eclipse.org/eclipse/development/plans/eclipse_project_plan_4_16.xml#target_environments
.  If we go the path of supporting OSes as long as their providers do we
would still had to support RHEL 6 (even 5) with their GTK 2.x till 2024.

My first guess would be global menu interaction. You may want to look
(although we are not adding back support for 3.18) at Menu.gtk_hide/show as
there is code guarded with OS.ubuntu_menu_proxy_get() != 0 - the work there
might not be needed or not enough after changes in the menu proxy Ubuntu
installs.
