So for any practical use based on the build scripts we have today (b3 or
tycho mirroring) the keys should be an  artifact property so that they
"travel" around with the artifacts through the various mirroring stages?
Otherwise there is some updates needed to build scripts to say copy the
keys from repo to repo when doing the mirror?
