We are having issues with the Equinox framework gerrits also. Perhaps we need an issue opened with the foundation to help?

Unfortunately https://git.eclipse.org/r/c/equinox/rt.equinox.p2/+/190614 didn't trigger the gerrit rebuild again. I wouldn't mind some help there though.
