I suppose it needs to be set at the time of creating .rpm file, not
installing it.
Test exist in (patched) rpm code, not external macros:
rpm/shortcircuited-deps.patch:+ (rc = packageBinaries(spec, cookie,
((didBuild == 0) && !rpmExpandNumeric("%{?disable_short_circuited_deps}")))))
