[plex86] elpin vga bios version

Someone asked me why plex86 has a newer vga bios (2.40 instead of 2.20).  
Do you think bochs just can start to distribute the same version as yours,
or should separately ask permission from Elpin?  If you have a contact
address at Elpin where I could ask, please let me know.
